Construction Phase Plans
- The Construction (Design and Management) Regulations 2015 requires that certain documents be in place at particular stages in the design and construction process.
- The degree of detail required in the Construction Phase Plan for the construction phase and the time and effort in preparing it should be in proportion to the nature, size and level of health and safety risks involved in the project. Projects involving minimal risks will call for simple, straightforward plans. Large projects or those involving significant risks will need more detail.
What should the Construction Phase Health & Safety Plan cover?
The Construction Phase Plan should set out the arrangements for securing the health and safety of everyone carrying out the construction work and all others who may be affected by it.
It should deal with:
The arrangements for the management of health and safety of the construction work;
Specific measures concerning particular high risk works
- Who Should Prepare the Construction Phase Plan?
- The Construction Phase Plan should be prepared by the Principal Contractor for the project where there is more than one trade contractor on site, or by the Contractor where there is only one trade contractor on site.
- What should the Construction Phase Health & Safety Plan contain?
- The Construction Phase Health and Safety Plan should contain:
A description of the project such as key dates and details of key members of the project team;
The management arrangements for the works including:
â€¢ The health and safety aims for the project
â€¢ The site rules
â€¢ Arrangements to ensure the cooperation between project team members and coordination of the work, e.g. regular site meetings
â€¢ Arrangements for involving workers
â€¢ Site induction
â€¢ Welfare facilities
â€¢ Fire and emergency procedures
The control of any of the following specific site risks:
â€¢ Works which put workers at risk of burial under earth falls, engulfment in swampland or falling from height, where the risk is particularly aggravated by the nature of the work or the processes used, or by the environment at the place of work or site
â€¢ Works which put workers at risk from chemical or biological substances constituting a particular danger to the safety or health of workers or involving a legal requirement for health monitoring
â€¢ Works with ionising radiation
â€¢ Works near high voltage power lines
â€¢ Works exposing workers to a risk of drowning
â€¢ Works on well, underground earthworks on tunnels
â€¢ Works carried out by divers having a system of air supply
â€¢ Works carried out by works in caissons with a compressed air atmosphere
â€¢ Works involving the use of explosives
â€¢ Works involving the assembly or dismantling of heavy prefabricated components
